The rescue operation began late in the evening when Dennis Rusk, a first responder and experienced diver, received a call to prepare for a rescue mission along the Californian coast. The missing man, later identified as John Welch, had failed to return from a routine excursion earlier that day, prompting his wife to alert authorities.
